Halt the Redesignation of 30 Elveden Drive (LOC2025-0011)
The Issue
Updated unit counts and density.
The proposed land use redesignation for 30 Elveden Drive (LOC2025-0011) has generated considerable concern among the local community. If approved, this controversial redesignation would pave the way for 42 at grade multi-family units, representing an increase of 26 units from the current approved plan for this site. The current approved plan is for 16 single and/or semi detached homes. This change in land use would escalate the site's density from 12 units per hectare to 37 units per hectare. The average density of the surrounding existing development on Elveden Drive is approximately 8 units per hectare.
Such a high density increase raises the following valid concerns
- Traffic congestion on Elveden Drive, specifically the two inadequate and incomplete intersections of Elveden Dr/77th St and Elveden Dr/26th Ave
- Capacity of existing road infrastructure, as more than half of Elveden Drive is a rural road with narrow pavement, no curb, sidewalk or parking
- Parking adequacy as M-G land uses require less parking to be provided with each unit resulting in parking on Elveden Drive
- Children’s safety at the intersection of Elveden Dr/26th Ave especially during school hours
- Stressing school infrastructure further as Griffith Woods School is over capacity with a long wait list
- Incompatibility of the new development with the existing neighborhood context. This proposed land use neglects proper transitional land use planning, impacts the quality of life for existing residents, and is not in alignment with expectations of the area as per the land use concept in the Springbank Hill Area Structure Plan.
As a final note, the City’s statement that this is only an increase of 8 units on this site is a gross misrepresentation. The approved plan is for 16 units. The City pushed through a blanket R-G land use that was widely unsupported by this community and the entire city. This blanket rezoning allows for higher density residential development on all lots. Accepting that the proposed land use is only a marginal increase due to a previously unsupported blanket rezoning sets a dangerous precedent.
