Halt the Airport Boulevard Phase 1 Expansion in Morrisville, NC

As a member of the Morrisville community and residents of The Terraces at Town Hall Commons, The Gables, and other surrounding Morrisville communities, we are deeply concerned about the proposed Airport Boulevard Phase 1 expansion project. This expansion, stretching from Garden Square Lane & Airport Boulevard to Church Street, stands to negatively impact our neighborhood in numerous ways, altering our daily lives and undermining the environment we cherish.

Firstly, the planned expansion threatens to encroach upon the serenity of Cedar Fork Elementary School and Sterling Montessori. These schools are cornerstones of our community, providing quality education and a secure environment for our children. Increased traffic and noise pose significant distractions and potential hazards to the students, staff, and parents, disrupting the peace these institutions currently enjoy.

Moreover, this expansion will hasten the loss of green spaces around our schools and homes. Morrisville's tree canopy, already dwindling, will face further reductions, exacerbating the heat island effect that plagues urban expansion. This loss of green areas is not just about aesthetics; trees play a crucial role in filtering air pollutants, thus contributing to the health and well-being of our community.

The project also proposes to cut through the Indian Creek Greenway, a natural treasure that many residents and wildlife depend on for recreation and habitat. This greenway is a vital corridor for local flora and fauna, and its disruption would have long-term detrimental effects on the biodiversity of our region. Furthermore, the increase in traffic will lead to heightened levels of pollution, directly impacting our air quality and the natural environment.

We cannot ignore the impact on our quality of life. Increased traffic not only brings more noise but also raises the risk of accidents in residential areas, putting children and families at greater risk. The charm of our community, being the reason many of us chose to settle here, will be compromised under these changes.

We urge the city planning authorities and all stakeholders to reconsider this expansion. Alternatives must be explored that do not jeopardize our environment and the well-being of Morrisville's residents. Improvements in public transport, better traffic management, and prioritizing pedestrian-friendly infrastructure can alleviate some of the issues the expansion purportedly addresses.  Finally, Morrisville's master plan for long-term development, created over 15 years ago, does not address current environmental recommendations for the development of healthy and sustainable communities.

Please join us in urging our local government to halt the Airport Boulevard Phase 1 Expansion for the sake of our homes, our environment, and our children's future. Your support in signing this petition is crucial to preserving the quality of life in Morrisville and protecting our green spaces.

Thank you for reaching out and for sharing the concerns raised in the recent petition regarding the Airport Boulevard Phase I Extension project. I appreciate the opportunity to provide accurate information and context about this important transportation improvement. When this petition first came to my attention, I contacted our Town Manager and requested a summary of the project and its history so that our Council could ensure a unified and factual response. The attached white paper (see below) was subsequently prepared by staff to outline the project’s background, purpose, funding, and communication history. In short, this project—developed in partnership between the Town of Morrisville and NCDOT—has been part of our community’s long-range transportation plans for more than two decades. It is designed to: • Improve east–west connectivity and reduce congestion on other major corridors; • Enhance safety and access for residents, visitors, and emergency services; and • Include significant pedestrian and greenway elements, such as sidewalks, a multi-use path, and a HAWK signal at the Indian Creek Greenway crossing. I have personally met with a number of the nearby neighbors to hear their perspectives, and I want to reiterate that I have always welcomed and will continue to welcome productive discussions that help us make Morrisville the best possible place to live, work, and play. I hope the attached document provides helpful background and clarification for those interested in understanding the project’s full scope and intent. Warm regards, TJ TJ Cawley, Mayor Town of Morrisville, NC WHITE PAPER Airport Boulevard Phase I Extension 10/10/2025 Background. The Airport Boulevard Phase I extension project is an extension of a .435-mile section of Airport Boulevard from Garden Square Lane to Church Street. Completion of the project will provide another east-west route connecting Church Street to Davis Drive. The eventual construction of the Phase 2 extension will tie Airport Boulevard into a future grade separation at the railroad/NC 54 and create an east-west connection from Davis Drive to I-40 and RDU. The project will ease congestion along other east-west bound roads, improve access for residents and visitors to key corridors and destinations and decrease emergency response times. The project includes a 4-lane divided road with a median, a 10-ft sidepath on the south side and a 5-foot sidewalk on the north side. Two new traffic signals will be installed as part of the project, one at Airport Boulevard and Town Hall Drive and the other at Airport Boulevard and Church Street. A high intensity activated crosswalk beacon, also known as a HAWK, will be installed where Indian Creek Greenway crosses Airport Boulevard. The extension was included in the 2009 Comprehensive Transportation Plan and is also included in the 2019 Comprehensive Transportation Plan. It has also been part of CAMPO’s thoroughfare plan since at least 2003 and is part of the Metropolitan Transportation Plan. Construction. Design, engineering and right-of-way acquisition for the project are complete. Utility relocations and associated tree clearing began in the Spring of 2025. Utility relocation is nearing completion with the last utility tentatively set to be completely relocated by end of November. The current construction let date is February of 2026. Construction is anticipated to take 2 years. Staff has actively been working with NCDOT to discuss and finalize vehicular, pedestrian and greenway detours. Funding. The project is partially funded by a LAPP grant with the Town paying 40% of the overall cost. To date the Town has contributed $5.2 million toward the project for engineering, right-of-way acquisition, utility relocations and construction. NCDOT has also contributed funds towards the project. The total estimated project cost is $15.2 million. The final cost is subject to bid. Public Communication. The project is being managed by NCDOT who hosted a virtual open house in April of 2021. NCDOT also had contact with many adjacent property owners as part of their right-of-way acquisition efforts. The Town has communicated information to Council and our residents through: • Regular updates to Council in News and Notes • Updates to Council and the public in all quarterly capital project updates • A story book map with project information has been maintained on the former Town Project webpage and the Major Road Projects page for multiple years • Information about upcoming road projects, including the Airport Boulevard Extension Phae I extension project, has been distributed at various Town events • The project was highlighted during outreach for the 2021 bond referendum • Information about the project was included in the fall 2021 and winter 2022 Morrisville Connection Newsletter
