Halt Noramco's Expansion in a Community Already Struggling with Poor Air Quality

The Issue

The "Community Information Session" starts at 6PM. One of the chemicals that Noramco is seeking to emit is called Methylene chloride and several other cancer and respiratory damaging chemicals to make artificial cannabinoids and pain killers.

Environmental Justice Toolkits including books and important information will be given to demonstrators who arrive at 5PM.

"A public hearing regarding a Wilmington-based drug manufacturer's request to expand its product line has been scheduled. The Department of Natural Resources and Environmental Control Division of Air Quality announced a date for the public hearing to review Noramco's permit application.

The public hearing is scheduled for 6 p.m. Tuesday, Nov. 7. It will be online. The weblink to access the virtual hearing is available at de.gov/dnrechearings.

 
Although the hearing will be streamed over the internet, it is considered a legal proceeding. The hearing's purpose is to allow the public to learn comprehensive details from Noramco — the permit requestor — about its plans.

According to DNREC officials, this formal procedure is insufficient for facilitating a dialogue. To directly address the concerns of the public, the agency has also organized a public information workshop. The workshop is meant to give the community an opportunity to express their concerns and seek answers to their questions.

Headquartered on Wilmington's Eastside, Noramco is a mass producer of controlled substances. It sells Schedule I and II cannabinoids, narcotics and opioids to the pharmaceutical industry.

In August, DNREC posted a notice that the drug company submitted a permit application to install a new vacuum pump and add a new production line for the manufacturing of two new products.


The notice provided a 15-day window for community members to request a public hearing regarding the matter. Davon Marque Hall, a resident of Wilmington's Eastside neighborhood, submitted a request. Hall said he was unsettled at the prospect of the drug company's ability to expand its product line without the input of the community in which it operates.

 
Will the public be allowed to participate?
Yes, both written and verbal comments will be accepted and included in the official hearing record. However, please note that there will not be any opportunity for direct question-and-answer sessions during the hearing.

How do I submit written comments?
DNREC is accepting written comments until the end of business on Wednesday, Nov. 22, 2023. Comments can be submitted in writing through email, the online form, or by U.S. mail to the address listed on the hearing page.

 
Once a comment is submitted, it cannot be withdrawn or retracted. Comments submitted in writing are immediately added to the official hearing record and made available for public viewing on the web page for the hearing.

How do I make verbal comments?
Individuals who want to speak at the hearing are required to pre-register by noon on the day of the hearing. You can preregister by completing the form on DNREC's web page.

 
Speakers will be asked to identify themselves for the record. Each person will be allotted three minutes to speak. At the end of their three minutes, the system will automatically place them back on mute for the remainder of the hearing. There will be no extension or yielding of time. If a commenter is unable to finish their remarks in three minutes, they are encouraged to submit their full comments in writing.
