Halt CAB3 Consultation Until Zimbabweans in the Diaspora Are Meaningfully Consulted
The Issue
We, the undersigned Zimbabweans and supporters of democracy across the world, call upon the Government of Zimbabwe and all Zimbabwean Embassy Offices globally to immediately halt, review, and reopen the consultation process surrounding Constitutional Amendment Bill No. 3 (CAB3) until meaningful consultation with Zimbabweans living in the diaspora has taken place.
Zimbabweans living abroad remain citizens of Zimbabwe. We contribute billions in remittances, support families, invest in communities, and remain directly affected by constitutional and governance changes taking place in our country. Yet despite this, diaspora communities continue to be systematically excluded from national consultation processes.
It is estimated that between 3–4 million Zimbabweans live outside the country, representing approximately 30% of the Zimbabwean population. This makes the diaspora one of the largest and most significant Zimbabwean constituencies globally. Any constitutional consultation process that excludes such a substantial portion of the citizenry cannot reasonably be regarded as fully representative, inclusive, or legitimate.
This exclusion became particularly evident during recent Independence Day engagements at Zimbabwe House in London, where reports indicate that only a small group of approximately 10 individuals aligned to the ruling ZANU PF party were addressed, despite the United Kingdom alone being home to more than 200,000 documented Zimbabweans.
Embassies and ambassadors are mandated to represent all Zimbabwean citizens regardless of political affiliation. The continued failure by embassy offices to engage the broader diaspora community raises serious concerns regarding impartiality, representation, and the integrity of the consultation process surrounding CAB3.
CAB3 carries major constitutional implications, including:
- governance and democratic accountability;
- institutional independence;
- citizen participation;
- and the future direction of Zimbabwe’s constitutional order.
A consultation process that excludes a substantial and affected constituency cannot reasonably be considered representative, inclusive, or legitimate.
We therefore call for:
1. The immediate suspension or review of any CAB3 consultation process until meaningful diaspora consultation has occurred.
2. Public hearings and consultation forums to be conducted through Zimbabwean embassies worldwide, including in the United Kingdom, South Africa, Australia, the United States, Canada, and other countries with significant Zimbabwean populations.
3. Full transparency regarding how public consensus on CAB3 is being measured and represented.
4. The establishment of formal diaspora engagement mechanisms for constitutional and governance processes.
5. Concrete action toward the implementation of diaspora voting rights for Zimbabweans living abroad.
The continued exclusion of diaspora Zimbabweans may provide grounds for future constitutional or legal challenge regarding the legitimacy and procedural fairness of the CAB3 consultation process.
Zimbabwe belongs to all Zimbabweans — including those in the diaspora.
