Dear president, there is a group of people in Singapore which is often overlooked - people who owns a 2nd property but is not high income individuals.
We have worked hard all our life, reminding ourselves to spend less on wants and save diligently so that we can finally afford the down payment to buy our 2nd property. However we are not high income earners and just in the middle income range and most of us still needs to service our property loans - I am still serving loans on both my hdb flat and also my 2nd property which is a 1 bedroom condo worth about $500K. The down payment for this property was my lifelong savings which is all dumped into this property. 
But the government seems to overlooked us as whenever he offers any gst rebate, COVID grants or town council rebates and SP service rebates, we are not entitled just because we have a “2nd property”.

Are we termed “rich” or “high income” even though we own a 2nd property. Is just monies we worked hard for and scrimped and spend less on other lavishness (like branded bags or expensive dinners and overseas trips) to be able to save up for. 

- We still pay gst in our daily expenses - everything from a cup of coffee at coffee shops to a packet of chicken rice is subjected to gst (coffee shop owners need to factor in the gst in the price as they have to pay back to the government too) but we are not entitled to gst rebate even though our income qualifies us for it - just because we own a 2nd property.
- Our income is still very much affected by COVID (as we were not allowed to work during COVID or experience a huge lost of income but we are not entitled to SEP or some other grants - just because we own a 2nd property. 
- We need to pay SP bills too but not entitled to the usual SP gst rebate - just because we own a 2nd property. 
- And why do we need to pay more town council fees? Does it mean we are “rich” just because we have a 2nd property so we have to pay more? 
- And we do pay our property tax (full rate), income tax and medisave diligently too

Some of our friends who are cash rich - due to their lifetime hard earned money savings and don’t own a 2nd property, are still entitled to the grants and rebates. I wonder if the government is discouraging the rest of us Singapore population to not buy a property other then the one for our own stay hmmm.

I think it would be fair if grants or rebates are given by using income as an indicator and not determining by whether you have a 2nd property. Maybe yes if you have a 3rd property that would mean something else. And for people who are entitled to grants or rebates, if you do not need the money, you can always have the option to donate back. We just hope the government can be fair to us stuck in this group. 

Another friend was also affected by COVID and wife got retrenched but not entitled to any benefits designed wisely by the government to help fellow singaporeans because of their small 2nd property like my own plight.

I wish and hope that the Singapore government can have a review on their policies to help us.
