Please Intervene to stop the mistreatment of an expatriate for doing his job by the book.

The Issue

I was engaged by the Government of Bahrain on 1st April 2012 as the Aviation Security Advisor and Head of Aviation Security, Bahrain Civil Aviation Affairs and entered a renewable contract for a period of two years ending 31st March 2014. I inherited a job my predecessor had held for 5 years and had problem, trying to steer the organization towards the conformance with the ICAO Annex 17 Standards to the Chicago Convention, themselves a minimum basic in a field with an ever changing myriad of threats. The Kingdom had a number of findings as meted against it under the Universal Security Audit Program-USAP as administered by the UN Specialized Agency for all matters aviation, ICAO. I managed with hardships to close 65% of the findings but not without hardships including threats to my livelihood and welfare.

I begun enlisting enmity from the acting head of organization immediately I embarked on the revision of the National Civil Aviation Security Program- NCASP, which at that time was 3 revisions behind and scrapped the UK NASP 2006 cut and paste 23 chapters work it was, for a new version 2012, which even encompassed putting in place, qualification parameters which all persons working in Aviation Security were to conform to, where the Kingdom became one of the few countries in the world that not only recognizes the ICAO AVSEC PM as a renowned qualification, but made it a mandatory qualification for all post holders. Today the Kingdom of Bahrain has one of the world’s largest AVSEC concentrations as per its Aviation Security needs. My woes begun being engrained when I started addressing the irregular issuance of Airport Passes and spearheaded their reduction from 12900 to at least 6000 who needed them, not including the who is who, whom other than for prestige had no reason to have them, some were even issued to  house helps who used them only to escort their boss ladies into departing aircraft and or receiving the from arriving ones.

I further annoyed my bosses by finding out the airport had Vasco Da Gama explosive detective equipment that did not work. My crime was approaching a Development partner, who donated 3 Morphos EDT machines, 1years supplies, trained all the users and the maintenance team. I became marked for simply defending a Cabin Service Manager ( Pursuer) who stood his ground and questioned an Airport Police boss, who broke protocol and issued an airport pass to his brother in law, to escort his spouse into a Paris bound flight. I was targeted for withdrawing the airport pass belonging to an embassy employee,  who had boarded a Bangkok bound flight, only to realise he had no Thai currency on him and used the pass to circumvent security arrangements and get to forex bureau outside the security restricted area without going through the mandatory checks.

I made enemies for simply doing my job by the book, and refusing to bend rules, which led to various clashes with the self centered acting organization head, from refusing to incriminate a Director of the Aeronautical Licensing Directorate, who he had a personal vendetta against and used government funds to employ a consultancy firm under the guise of sorting out ICAO USOAP issues, whilst the intentions were simply to get a written incrimination to propagate the rescinding of the Royal decree that appointed him. Come March 2014 my contract renewal was sat on by my acting organization head, upon which he refused to renew it without even giving me ample notice as required. A situation that has today led to my being unable to pay my debts, my children have had to forgo their University education, the organization continues to illegal hold my passport and efforts to get it through the Bahrain Institute of Human Rights whom I reported to in October 2014. I even wrote to your able office several times on the same and is yet to receive any reply.  My former employer continues to illegally hold my passport, letter of no objection and release, demobilization,  and certificate of service all of which are aimed at punishing me further, to continue accumulating interest from debts owed and blocking me from getting any gainful employment in the Kingdom.   

To crown it all, after I sent an open letter to the Prime Minister on LinkedIn and posted with it, vulnerabilities on the airport fence, which I was addressing and that also led to the refusal to renew my contract as I was asking how the funds allocated for the same were spent, I was arbitrarily arrested on 3rd April 2015 at the Al Fateh Mosque, after Friday Prayers and held incommunicado until 5th April 2015 when I landed into Sulmaniya  Hospital where I was admitted till 12th April 2015 suffering from high blood pressure and excessive nose bleeding whilst incarcerated and suffered an acute stroke which I am currently recovering from. All because of doing my job by the book, my diligence and honouring the opportunity to serve the Government of Bahrain.
