Allow prisoners to train homeless dogs to increase their chances of getting adopted

The Issue

The Texas Government should create programs that allow prisoners to train dogs that have been abandoned or rescued by shelters to increase their probability of being adopted. This will help both, dogs and prisoners, acquire the necessary skills to live outside detainment centers. This initiative will possibly decrease the number of euthonized dogs per year. It will also help demonstrate to prisoners that second chances are available with a non judgmental companion.
