Stopping if you hit a cat by car and the council notifying owners when removing the cat

The Issue

We believe our beloved cat was hit by a car near our home, the cat was removed by the council.
We have contacted the council and have been told that by Law you do not have to stop if you hit a cat but you do have to stop if it is a dog. Also the council does not notify owners if its a cat only if it is a dog.

All they do is basically take the cats to the dump. This is absolutely disgraceful! Rules should apply to both cats and dogs. What about the owners of these loving cats?? Why do they not have the same rights to dog owners? They will never know what happened to their animals.

These cats are part of someone’s family and should not just be discarded and thrown away. 

Please help me make the Law change. Our family will never know now whether this was our beautiful poppy due to the lack of empathy from the council.

Our poppy was very well looked after and microchipped but what is the point in us owners having this done to our family pets if we will never get the closure when something does happen to them. 

Something has to be put in place by the council so that when this does happen our cats are taken somewhere to be scanned and owners can be contacted. 

Please help me and sign this petition and let’s make a change our cats have rights to, and so do we as owners! 
We as a family will never know whether this was our beautiful poppy and it breaks our hearts and we will never get the closure we need.
