Grant Clemency to Narcus Wesley Unfairly Affected by an Outdated Enhancement Law

The Issue

Narcus Wesley has been incarcerated at the Nevada Department of Corrections state prison for nearly twenty years. His sentence was enhanced by a law that added an additional 10 years before he could be considered for parole. This law has since been changed, but tragically, the change is not retroactive and does not apply to people like Narcus. As it stands now, he won't be eligible for parole until 2027.

The enhancement law that affected Narcus’  sentencing was deemed unjust and subsequently ratified. However, this change in legislation did not benefit those who were sentenced under its previous version - a clear oversight in our justice system that needs rectification to all those impacted. 

Narcus’ case is personal because it highlights how outdated laws can continue to impact individuals long after they have been changed or abolished. It is an extreme and urgent reminder of the need for comprehensive criminal justice reform that includes provisions for those already serving time under outdated laws.

Currently, to get this law noticed to the individual, they have to hire an attorney or be sponsored by an organization that would get them a hearing with the Nevada Pardons Board. This can be a lengthy and costly process, that not everyone has the resources for.

We are calling on the Governor of Nevada and other relevant authorities to grant clemency to Narcus Wesley and others similarly affected by non-retroactive changes in sentencing laws. We believe in second chances and rehabilitation over retribution.
