The Issue
After more than 30 years of incarceration, we believe the continued imprisonment of Joe D. Martin, Jr. no longer serves the interests of justice.
In 1996, at just 28 years old, Joe was sentenced to life plus 30 years in prison. Today, Joe has spent over three decades behind bars—years marked not only by the passage of time, but by growth, reflection, and transformation.
As friends, supporters, and members of the community, we have witnessed the man Joe has become. Throughout his incarceration, he has demonstrated resilience, faith, and a deep commitment to personal change. He has maintained meaningful relationships with his family, offered encouragement and guidance to others, and worked to prepare himself for the opportunity to return home and contribute positively to society.
Clemency exists for moments like this—when the goals of punishment have been met, and the principles of mercy, rehabilitation, and fairness call for a second look. After more than 30 years served, Joe has paid a profound price. Continuing to incarcerate him does not restore what was lost, but granting clemency can affirm the value of redemption.
We are not asking to revisit the past—we are asking you to consider the present. Who Joe is today, and what justice requires now.
We respectfully urge the Governor of Tennessee to grant Joe D. Martin, Jr. clemency in the form of a full commutation to time served.
