Grant a Social Equity Cannabis Storefront license to Venice Boys in Venice
The Issue
My goal here is to receive a Cannabis Storefront License in Venice California under the Los Angeles Social Equity Program. I'm currently a tier 1 & 2 verified social equity applicant meaning "Social Equity Individual Applicant" means an individual who meets two of the following three criteria: (1) Low-Income; (2) a prior California Cannabis Arrest or Conviction; (3) ten years' cumulative residency in a Disproportionately Impacted Area. I'm also the applicant on a active social equity cannabis micro license with license number C12-0000498. My brand is Venice Boys Cannabis and can be found on www.VeniceBoys.com Our headquarters is in the heart of Downtown Los Angeles in the Fashion District. I've been in the cannabis industry since about 2002 upon being release from the California Youth Authority. I've been in 4 licensing rounds. 1. In 2014 I was legally functioning under prop.215 and SB.420 before all these cannabis licensing agencies were created. When the cannabis licensing took place I was threaten by the city (Mike Feuer) to close shop because there was gonna be a licensing process and do to me being legal at the current time is what would be request by the new licensing agency to operate legally. So I closed shop but what happen after was nothing I was told instead of giving everybody the ability to do what they were doing the city split license process into 2 different Phases which one was Phase 1 which is the only Phase that received the cannabis storefront licenses which today we know as Pre- Ico. Phase 2 was everybody that got the non storefronts which is where I landed which was un fair because I was conducting as a Micro license storefront before the licensing process. In 2018 I applied for Phase 2 licensing but since my location in Venice was to close to a school I was denied at inspection and told to relocate in its own community plan. This license is still waiting to be relocated and is no longer tied to its community plan since recent changes. In 2019 I applied for the Phase 3 round 1 licensing period under the social equity program for cannabis storefront. I was approved as a tier 1 & 2 verified applicant. This process need up in the courts with lawsuits filed behind fraud or some type of corruption in the process of the licensing applications when logging in. Again the city decided to only give licenses to 200 people and everyone else got non storefront licenses where they put me again which I feel I was cheated out again. In 2022 again I applied during Phase 3 round 2 agiain they only awarded so many cannabis storefronts and I wasn't 1 instead I was pushed to the non storefronts again. My name is Hugo Moreno and advocate for cannabis. My home town is Venice California where our city has went through gentrification. The real victims on the war on drug no longer live in Venice do to gentrification and the Venice 13 gang injunction the city put on the locals. The city of Venice has 4 slots for Social Equity cannabis store licenses which haven't been issued but are in some process for the near future. I need one of those licenses reserved for Venice Boys this our city and we are the real victims on the war on drugs. I believe Venice Boys is the best fit for one of those licenses there no way Im in Down Town Los Angeles when my home city is Venice and Ive been in the industry since before its licensing process started and being in 4 licensing processes that have us as applicants not happy with the out comes and mistakes by the licensing process, now Social Equity Storefronts have become available. Me being a verified Social Equity and from the city of Venice I need a Social Equity cannabis Storefront license to employe victims of the war on drugs in Venice and the Venice 13 defendants that experienced discrimination and oppression for what today is legal.
