Governor Moore Reconsider Veto of Senate Bill 455 in Maryland

The Issue

Maryland is grappling with a serious shortage of police officers — a challenge that directly affects the safety and security of our communities. This shortage leaves a dangerous gap: security guards, who are often the only personnel present during incidents, lack arrest authority and are legally limited in how they can protect the public. Imagine a situation where an incident unfolds, and security staff are forced to stand by, unable to act effectively. This is the daily reality for countless communities in Maryland.

Senate Bill 455 sought to address this critical issue by allowing licensed security guard agencies to apply for the appointment of special police officers (SPOs) to protect their clients’ properties. Unfortunately, Governor Moore’s recent veto of the bill has put a potential solution on hold. In his veto, the Governor called for further examination before expanding eligibility for SPO appointments.

But the need for enhanced security measures is urgent. Authorizing security agencies to deputize special officers would bridge the law enforcement personnel gap and provide much-needed assurance of safety and order in our communities. This effort would not diminish the role of police — it would supplement and support them, ensuring immediate coverage in situations where law enforcement resources are stretched too thin.

Marylanders deserve thoughtful, forward-thinking legislation that strengthens public safety while recognizing today’s unique challenges.
