The new bail reform in New Mexico has become a revolving door for catching and releasing dangerous offenders. Murderers, child molesters, and rapists are continually being released on their own recognizance. This means there is NO ONE responsible for them when they fail to appear in court. The "Arnold Assessment Tool" is a complete failure. Criminals are literally being released "on their word" to appear in court.

The vast majority of law enforcement agencies don't have dedicated warrant divisions. Budget, time, and manpower limitations don't allow agencies to track down the fugitives. Agencies are being inundated with thousands of failure to appear warrants. 

With no one looking for them, the fugitives can avoid arrest rather easily. This in itself will begin to negatively impact prosecutions. The more time goes by, the more detrimental it has on a successful prosecution, as witnesses move, officers retire or change departments, evidence issues....
