Outlaw and Ban the Ownership of Pit Bulls and their Derivative Breeds

The Issue

Thousands of People and Animals are viciously attacked by Pit Bulls annually and while many claim the animals themselves can be rehabilitated, the genetic pre-disposition of this breed makes it virtually impossible to foresee or control the socialization with others. They are too strong, their jaws are too big, they are predators among us and we have to do all that we can for the general health and safety of the People and we have to protect the Animals we all love as Pets.  It is requested that a law be passed to do the following:  1.  Immediately ban any further pit bulls and their derivative breeds from entering the State of California. 2.  Require that all existing pit bull owners register their animals with animal control in their county. 3.  Require all pit bulls to be muzzled when they are in public or can come in contact with the public. 4.  Require that all pit bull owners prove and certify financial responsibility for their animals in the form of insurance, bond or other undertaking. 5.  Require that existing pit bulls be sterilized.  6. Impose fines for violations in upwards of $2000 for first time violations and double the fines for subsequent violations to include removal of the animal from the offending owner with misdemeanor criminal charge imposition for the violation, and finally,  7.  Require that any attacking pit bull, on or off leash that bites another human being or their pet in any public or common area, be immediately and humanely destroyed.  We all deserve the right to be free from vicious attacks from dogs and in particular from the very unpredictable pit bull.

J. Peter Del VallePetition StarterMy 5 pound Pomeranian was on a leash walking with me in Los Angeles, CA. Within seconds, a passing pit bull, also on a leash (being held by a certified dog handler), lunged and attacked Isabella ("Bella"). The attack went on for minutes and I thought I had lost her. 6 surgeries later and many more to come, Bella survived the attack but is now deaf in one ear, cannot close an eye and has her jaw wired shut to heal the broken 6 pieces it was left in. Please help us to save Bella and to save countless other pets and HUMANS from being viciously attacked by these animals. We are animal lovers! We are not saying the dogs must be destroyed, we are saying that their ownership has to be highly regulated and/or outlawed and for those who insist on keeping them, that they do so by certifying that they hold sufficient insurance to demonstrate financial responsibility for the inevitable conduct the pit bull is likely to exhibit.
