Governor Jack Dalrymple must deploy elements of the North Dakota Army National Guard to support and protect the unarmed civilians currently protesting the Dakota Access Pipeline from the excessive and brutal tactics used by the police.  The mission of the North Dakota Army National Guard is to "Provide ready Units, Individuals, and Equipment supporting our Communities, State, and Nation".  Governor Jack Dalrymple has the authority to deploy National Guard forces in response to man-made emergencies such as riots and civil unrest.  It is clear that the law enforcement elements currently assigned to Standing Rock have resorted to extreme and vicious tactics to extricate unarmed and peaceful civilians exercising their 1st Amendment rights.  The non-combat units that can best preserve the rights and safety of the North Dakota citizens at Standing Rock include: Security & Support Battalions, Military Police Companies, Medical Detachments, Civil Support Teams, and JAG Teams.  Without the aid of the Army National Guard, it is only a matter of time before there are casualties.
