Enact New Law called Rosa's Emergency Veterinary Care Act to Stop the Unethical Euthanasia and overcharging by Emergency Veterinary Hospitals...

The Issue

Please Enact the Rosa's Emergency Veterinary Care Act.. and  help save the lives of thousands of pets who are being un-necessarily euthanized every night, due to greed by Veterinary Emergency Centers (WHO ARE NOT MONITORED BY ANY AGENCY AND CAN CHARGE ANY FEE THEY WANT OR REFUSE TREATMENT). Please help us hold them accountable to save the life of a pet in distress, and not overcharge excessive fees while doing so..and to mandate, financial aide assistance for an owners inablility to pay ~ please enact this law to also protect the pockets of the American public who are being up-sold unnecessary tests because you'll do anything to save your pets life, and the general public does not know what is or isn't medically necessary to diagnose and treat an emergency~   *note, my dog Rosa NEARLY DIED Due to Medical Refusal to treat without prepayment of $3800.00 at 3 am, for an emergency C-Section..which costs on normal day visit $300.00.  The Veterinary Hospital here in W. Islip, Long Island has a website asking for donations for financial aid but does not offer it. In fact, I was told "sorry there is no money in that fund" though the website is up and running. Someone needs to OVERSEE the corruption..  Insurance helps, but you must  pre-pay and get re-imbursed later so the predicament remains.  HOW many pets die each year due to these heartless Emergency Veterinary Centers who answer to no one        It can happen, it does happen to every pet owner in America. An unexpectant event or illness leaves you faced with the urgency of taking your pet to an Emergency Veterinarian in the middle of the night.  You are faced with an expense that is beyond your ability to pay., not just because the animal is sick but because you are standing in a facility that is privately owned, and un-monitored by any law of any state.  You are told upon arriving, that you have to pre pay $575.00 up front just to examine your pet, then they decide to up-sell you un-necessary tests because you have no idea what is or isn't truly necessary,  (for example a bone scan for a dog with a stomach virus). Don't laugh, i saw this happen on Sept 29.2014 here on Long Island. Without Medical Knowlege, you would think this was necessary. they up-charge you 500 times the cost you would pay on a routine day time visit to your vet.  For example, according to industry standards.. A dog in stressed labor, would cost 68.00 for visit, 93 dollars for xray, and 51.00 for sono, but you've just been charged 575.00 just to look at the dog, and told it will cost 3800.00 to save the dog's life. when in fact if you took the pet to a regular vet..this procedure would have cost 900.00 total.  You are told to apply for "Care Credit" which is a credit card company that acknowleges pet emergencies, however you are denied. You are offered Euthanasia if you can't afford to pay. Euthanasia for a healthy dog who simply is in "distress" giving birth to 5 puppies..??????????????????  You ask the Vet.. Please save my pet's life. However, you are told that the charge is $3800.00, and its payable up front before treatment can happen.  You take every dollar out of your purse., you go to the ATM which only allows 500.00 per night transaction, and you stand there begging the facility to help your 3 year old dog.  You ask them to take a check, they say "NO".  You ask them to work out a payment agreement. You are told "NO". You ask to speak to a manager, they say "he's Greg, and he's home sleeping, doesn't wish to be disturbed at night.  Now its 4 am. Your pet is in severe distress.  You are told there are 5 puppies inside her, but without an emergency C-Section and Prepayment of the money for the surgery, your pet will surely die.  You beg the clerk to offer financial planning. They say they don't have it., although its on their website and they accept donations daily for something they DO NOT offer..     You give them $1500.00 cash in advance. Its not enough. You're told "sorry, if we work out an agreement, we will be fired". You are told "you're going to have to beg, borrow, steal, call a friend, a family member or hock some jewelry..(mind you..its 4 a.m at this point) but they won't help you without the cash. They offer an alternative, "take your dog or cat home, you can drive to NYC to the ASPCA, they can do an emergency C-Section but most likely all the puppies will be dead and the momma too". "sorry~".. You stand there in disbelief, and you call everyone you know to help.  You finally reach a family member, she calls in her credit card. Its not good enough, they want her to get out of bed and find a fax machine so that they can have the signature on file. She states, "I authorize my sister to sign on my behalf". Its not good enough, they delay care waiting for copies of her drivers license and her signature before they will call in surgeon, at this time Your pet is in serious distress.      I watched 4 pet owners walk into the same facility.
