The Issue
Hi My name is LaToya Dozier and Willis Randolph jr is my step father by marriage to my mother Carla Dozier. My petition is to the California State Governor Gavin newsome, the California Department of Corrections, the Fresno County District Attorney office and The state of California Attorney General; asking for the courts to Reverse/Overturn Willis Randolph jr conviction and exonerate him Or provide clear and convincing evidence on why he remains detained.
Willis Randolph Jr. was sentence to 27 years to life on December 8th 1989 for the murder of a 10 year old madera boy on June 24 1981. Randolph jr. was accused of being hired by the victim father Donald Collins to kill his son because of sixty dollar child support payments and the sake of his marriage. Fresno county District Attorney James Oppliger and investigator Pete Chavez used this theory to per sway the jury, judge creed and the media to railroad Willis Randolph jr for the murder. Randolph became a suspect 5 years after the murder when a man by the name Randall McKinney was being question in regards to a unrelated homicide, he said he seen Randolph at the scene where the boy was found. The Other witnesses said they seen a car that looked sorta like Randolph's vehicle, in which the tire tracks did not match the examiners report
This was all the evidence prosecutors had; Randall McKinney false statement, Ronnie Moore jail house Leniency statement and other hearsay statements that has no clear and convincing evidence in which placed mr Randolph at the scene of the crime. Randolph’s first trial the jury was deadlocked, a year later at the 2nd trial the prosecutors had 2 additional witnesses in which both were jail house informants, one of the informants Jack Konkle testified that Randolph had told him he would not serve any time because if he did he would testify against the victims father. The other jail house informant Ronald Moore who was Randolph cellmate testified that Willis Randolph admitted the murder to him and in exchanged to their testimonies they both received leniency. Jack Konkle later confessed that he was motivated to testify against Randolph because in his words "he's just dumb N word" and for that he received no time and Moore admitted he testified against Randolph because he would be able to plea not guilty and the Prosecutors arranged the dismissal of his charges. Both of them have recanted their statements, Konkle under oath and Moore signed a declaration under oath.
Both trials were based on hearsay and there was no concrete evidence leading Randolph to the murder , prosecutions only theory is Randolph was paid by the victims father Donald Collins to kill his son. Donald Collins and Willis Randolph jr have never met, have no history, no ties or even heard of each other before this happened. In 1981 the investigators received tips and did some follow ups which nothing lead to Randolph having any involvement . Prosecutors never mentioned an alibi or cared to ask Randolph about his whereabouts on June 24 1981, instead based on hearsay they pinned the theory "murder for hire" and even though they didn't have enough evidence to charge and arrest the father that supposedly hired Randolph to commit the murder, the judge, the jury and the prosecution found Willis Randolph jr guilty of first degree murder, sentence to prison for 27 yrs to life.
Til this day Willis Randolph jr has been fighting for his innocence; filing appeals after appeals and even after the fact the only witnesses they had ended up recanting; the courts still denied him his freedom. Take a moment and put yourself in Willis Randolph jr shoes, could you honestly imagine trying to fight for your innocence behind bars, having love ones come and go; until you have been forgotten about entirely, waking up everyday surrounded by cement walls 30 years plus on a 27 years to life commit, accused of being a child murderer knowing your innocent , and what's the most hurtful part of this nightmare is to see your children lose hope and there's nothing you can do about it but pray and ask the good Lord to protect your children. Randolph remains hopeful solely understanding that god has put him through this for a reason, as he remains in faith and believing that the lord will make a way for his return home. Willis Randolph jr is currently serving his time at Richard j Donovan State Prison located in San Diego California, if any of his supporters would like to write him please feel free too.
