In late September, 2015, the Virginia Department of Education (VDOE) proposed an additional, annual increase of $3.6 million for Virginia's Academic-Year Governor's Schools (AYGS).   Click here to see the proposal.  If incorporated into the state budget, this $3.6 million will help alleviate chronic underfunding in the 2016-2017 school year. 

Governor McAuliffe, who has stated that education is his number one budget priority, will present his budget December 17 and our goal is to see this new formula and $3.6 million included.  From there, the General Assembly will review and vote on the budget which is typically finalized in mid-Spring.  It is a long road, but we definitely have momentum. 

The Directors of the 19 Academic Year Governor’s Schools across Virginia unanimously support the Decision Package including the new formula and the $3.6 million proposed appropriation. The Virginia School Board Association adopted a resolution supporting increased funding for Governor’s Schools in November 2014.

An October 2014 Study from the office of Virginia's Secretary of Education describes the problem and provides specific solutions. Click here to download and read the 16-page Study. The Study states that the current formula used by the Virginia Department of Education to distribute state dollars to Governor’s Schools:

“is not based on any specific staffing or cost standard that relates to best practice or actual costs of the programs. Consequently, the current formula does not adequately reflect the actual costs of operation and the programmatic and staffing needs of the programs.”

As a result of underfunding, some Governor’s Schools are experiencing severe cost pressures related to technology, curriculum software and textbooks, co-and extra-curricular activities, and competitive teacher salaries and benefits. In order to sustain current and future Academic-Year Governor’s School programs, the funding formula needs to be corrected.  

By signing this petition, you are joining us in asking the Governor for the following in the next state budget:

  • a new and revised Academic-Year Governor's School funding formula
  • a "hold harmless" provision to prevent a reduction in current levels of state funding for any Governor's School
  • an appropriation to support the application of the new formula starting in fiscal year 2016-2017

In existence since 1973, Virginia's Governor’s School programs bolster the pipeline of highly talented and qualified professionals working to build Virginia’s economy. These 19 public schools across the Commonwealth of Virginia provide unique and valuable academic opportunities for students to succeed. Despite the importance of these programs, the current state funding formula seriously underfunds Virginia’s Academic-Year Governor's Schools.
