I want to change Google Play Store's rating system to protect developers rights. Also, all Users deserve to see objective ratings and usefull reviews.

1. Rating system must have harder rules and restrictions to reduce spammy 1 and 5 star reviews. 

2. Any review without text must be prohibited. Users should write real reviews with text, not just tick 1 or 5 stars and forget about it.

3. Review system must be a close collobaration of Users and Developers similiar to Ebay. Users must feel responsibility for their reviews.

4. Alternatively, like in IGN, Google Play Store must have two paralel rating marks for Apps: User and Expert.

I guess, Google Play Store's rating system policy must be similiar to Amazon or IMDB. They are hard, there millions time less reviews, but they more close to be objective.
