Petition to review the current high density zoning of Mimosa Road, Carnegie and stop further multi-storey apartment developments

The issue

We are opposing the development of 3 and 4 storey high density apartment blocks in Mimosa Road and demand a review of the current zoning of Mimosa Road and the scale of development allowed under the current zoning.

The plan for the implementation of Melbourne 2030 shows stakeholder and public consultation as key aspects of the process.[1] This consultation has not occurred for Mimosa Road and developments are already commencing.

Mimosa Road is one of the more attractive streets in Carnegie comprising many restored period homes as well as smaller developments. The scale of development now allowed will destroy the character of the street and the neighbourhood charm.

Our main grounds for objection to the current zoning for Mimosa Road are:

1)      Lack of community consultation with residents.

  • Mimosa road is a residential street with predominantly large period family homes. The re-zoning to allow 4 storey developments on one side of the street has a significant impact on residents and yet we were not consulted.
  • Most residents purchased and renovated their houses when Mimosa Road was under residential zoning and were then not consulted when the urban zone was expanded.

2)      An inappropriate scale of development being allowed in the street.

  • The development at 110-114 Mimosa Road recently approved by VCAT for 50 apartments almost doubles the number of residences in the street, in a single development.
  • The road is a quiet, residential and family oriented road and it does not feel like part of the urban village.Re-zoning half of the street completely destroys the whole street. 

3)      An unsustainable increase in traffic and the effect of this on the safety of residents, especially pre-schoolers, school children and the elderly.

  • What plans are in place to alleviate problems with increased parking and increased traffic?
  • The potential for bottleneck at Mimosa Road and Neerim Road is very real along with the related dangers to motorists and pedestrians.

It was a mistake to include Mimosa Road in the neighbourhood growth schedule and the residents of Mimosa Road, and surrounding streets, want a review and re-zoning of the road in view of the density that is already being achieved in the street as well as in streets closer to the hub.
