This petition is asking for United States Congress to develop laws that give and enforce basic legal rights for animals.  Since animals are voiceless,  without these laws, they are left defenseless against exploitation and abuse from humans.  Having these laws enforced would show that society values the lives of animals.  I am not asking for anything radical, just basic laws that protect them from exploitation and abuse and punish offenders of these laws.
