The Issue

In the UK, babies lost before 24 weeks of pregnancy are not legally recognised in the same way as those lost later in pregnancy. Families are left without consistent rights, support, or clear guidance at one of the most devastating times of their lives.

While these babies are deeply loved and mourned, current systems classify them as a “miscarriage,” meaning:

they cannot be formally registered
there is no consistent legal framework for care or documentation
funeral arrangements and support vary widely
families often receive little guidance during urgent emotional distress
Although some hospitals and councils offer options, there is no national standard ensuring dignity, equality, and clarity for every family across the UK.

This creates a system where grieving parents must navigate confusion, financial pressure, and emotional distress while trying to say goodbye to their baby.

We are calling for change:

Standardised national guidelines for respectful care
Clear, consistent funeral and burial support pathways
Equal dignity for every baby, regardless of gestation
