Let's face it. Puppy mills are a huge problem, but nobody's going to stop. A puppy mill is a commercial dog breeding facility characterized by quick breeding and poor conditions (Wikipedia). This means that there are too many dogs for the breeder to take care of, causing poor conditions for the puppy. So, let's limit the number of puppies a breeder can breed in a year. This way, there will be less puppies in one area, promising optimum care for each. Puppy mills are also a breeding ground for illnesses. Illnesses common to puppy mill dogs are epilepsy, heart disease, kidney disease, and many many more.
