

From Streets to Shelters: Build Dog Shelters for Stray Dogs in the Philippines
The Issue
Stray dogs in the Philippines suffer daily due to hunger, disease, and abuse. According to the Philippine Animal Welfare Society (PAWS), there are over 12 million stray dogs and cats in the country as of July 2024 these animals are left to fend for themselves on the streets, where they face neglect and cruelty. But, it is not only the animals who are affected—communities also bear the consequences. Stray dogs pose health risks, such as the spread of rabies, and contribute to road accidents, endangering both humans and animals alike. The lack of government-funded shelters leaves many of these dogs with no safe place to go, leading to an ever-growing problem that affects public health and safety.
Without intervention, the stray dog population will continue to rise, worsening health risks and public safety concerns. According to the Department of Health (DOH), more than 300,000 animal bite cases are reported annually, many of which are from stray dogs. They also stated a 13% increase from the rabies cases all over the Philippines. Without a proper shelter system, local governments resort to inhumane methods such as mass euthanasia or impoundment in overcrowded facilities. A lack of action will result in further suffering for these animals while putting communities at greater risk.
The stray dog crisis is a growing issue that requires immediate attention. By building government-funded dog shelters and enforcing stricter animal welfare laws, we can create a sustainable and humane solution. Every day that passes without action means more suffering for stray dogs and increased danger for communities. It is time for the government to take responsibility and implement long-term solutions that will benefit both animals and people.

- Promote Responsible Pet Ownership – Launch educational programs and awareness campaigns to encourage responsible pet care, including vaccination, proper feeding, and humane treatment.
