The Issue

 

 

TiffanyTiffany Arnold, now 52 years old, has been in federal prison for nearly 20 years serving a double life sentence plus 50 years.  Her sentence is one of the most extreme and technically unlawful for a completely nonviolent offender.  She has a petition with 3,137 signatures that is outdated but has applied for clemency (pardon) from President Biden and needs current signatures to support her cause in reentering society.

Tiffany is a first time federal offender convicted of conspiracy to manufacture 45 grams of methamphetamines, distribution of a mixture containing meth, and possession of chemicals and equipment.  After her arrest for the above charges, she was lodged in the Whitley County Jail, where a fellow inmate became gravely ill and died after using meth that she obtained behind bars. Tiffany was never charged, or indicted for the death of this woman, but prosecutors constructively amended her original charges,  and she was enhanced to life for the death. Later the jail was closed and the jailor and other guards were convicted of trafficking narcotics inside the jail.  She tried proving that there were multiple sources of drugs in the jail, including the corrupt officials but it didn't help.

Her sentence represents everything that is corrupt about the War on Drugs and federal sentencing guidelines.  Prosecutors don't care that they attack women who suffer from abuse, trauma and addiction as if they were kingpins who commit premediated acts of violence rather than victims of bad choices made in desperation and addiction. 

The level of corruption surrounding her case and the disparity of other offenders sentences with harsher, violent crimes is unbelievable.  Tiffany's arresting officer promised her during a taped interview that his witnesses would lie to get the testimony he wanted, and they did.  A year after her sentencing he went to federal prison for having witnesses lie to a federal grand jury. 

Tiffany does not deny that she was involved in using and manufacturing meth, actually her life spiraled with her addiction, like many others that try to overcome drug use.  She needed help and did not get it.  She was working her way through college when she got involved in a volatile relationship and became addicted to meth.  She is regretful of the mistakes she made,  and the decisions that led her to her incarceration. She agrees that she deserved some time but nothing she has done warrants the amount of time she received.  Dying in prison for being addicted to drugs is not justice.  She has taken every opportunity to better herself while incarcerated. She completed several vocational classes as well as an Office Management and Business Apprenticeships through the state of Florida,  and recently completed an accredited Quality Assurance certification as well as many psychology, women's issues, and drug classes.  She has maintained close contact with her family who supports her every step of the way.  I know that if given the chance, she would be a positive influence on her family and community.  Society will not benefit by her being incarcerated for the rest of her life.  She has applied for clemency as well as compassionate release and is asking for help to support her cause.

We have added some pictures so that people are given an idea of the only way we can visit Tiffany. She is over 8 hours from home and her father is unable to visit often. She has two sons who have grown up without her, and a grandson who she has only met a few times, and only has a relationship with him through video visits and phone calls. 
Tiffany needs to be home with her family. Her mother recently passed with cancer and her father is now in his 70’s.

Angela SowdersPetition StarterI am a 36 year old mother of 2 boys who is fighting for my oldest sister, Tiffany Arnold, to be granted clemency by President Biden. She has been incarcerated since 2004 with a LIFE sentence. She deserves to be home with her children and family!
