Free Google Fiber Internet Service or Stop the Surveillance
The Issue
Google Fiber creates a new revenue stream for Google from paid advertisements targeted at a Fiber subscriber who surfs the Internet via any Browser. Google selects these precisely targeted ads based upon the subscriber's activities online; specifically, which websites the subscriber chooses to visit. This low level subscriber whereabouts (web localization, surveillance) was never previously available to Google, in absence of a Google Search, unless the Google Toolbar were installed or Google Chrome were the Browser.
Top placement can cost an advertiser anywhere between 5 cents and 100 dollars each time a Fiber subscriber clicks on an ad. As a result, a subscriber can provide Google with funds far in excess of their monthly fee for Internet service by clicking an ad many times. A subscriber effectively pays Google Fiber by clicking on targeted ads.
We request:
1) that all subscribers receive a distinct notification, separate from the Google Privacy Policy, informing them that this surveillance is going on and seeking their consent to have their online activities monitored specifically for the purpose of enabling targeted advertisements,
2) that because these precisely targeted ads are served only to Google Fiber Internet subscribers, those who agree to Google's surveillance of their web activities should not be charged a monthly fee,
3) that subscribers wishing to retain their privacy by opting to pay a monthly fee, conversely, should not have their Internet activities surveilled by Google Fiber.
