We The Family of NeQwon Williams Humbly Come Before The Honorable Supreme Court of Ohio, to formally ask, and plead that the Justices finds that our PETITION FOR JUSTICE holds merit &  The Family seeks some sense of closure as to the case involving the Octotober,1st, 2020 Brutal  Murder of our  Loved One NeQwon Williams .

 

Detectives and Law Enforcement thus far has failed to disclose any information while ALL THE TRUE EVIDENCE was there from the start, and we have further information if only Law Enforcement were ever ready to listen or investigate. Further more we point out the following:

 

A)There was no proper Formal Securing of Scene

 

B) Proper “CPD Homicide Procedural Manual Kit” steps were violated/not Followed (depriving Family of the Victim Due Process Rights as stated in the United States Constitution. As well as Ohio Civil Rights) when Securing&Investigating a crime-scene where a shooting or homicide has taken place by: (1) No Documented Photographs of blood stains.(2)no documented shell casings recovered or ballistics done on weapon/weapons (3) O to none not even bare minimum of bystanders/neighbors were formally/informally questioned, besides the alleged shooter himself.    

 

(B)Autopsy would indicate Neqwon was shot in chest, side, and back corroborating the story told from his at-time girlfriend (responders did not question) “that he was chased and shot in the back, when he fell, he rolled over onto his side when the shooter ran upon him firing more rounds into victims torso and chest”. Though CPD told the narrative of there being an argument and fight (NO SECOND WEAPON WAS EVER DISCOVERED AT SCENE or Documented). The girlfriend also was seen 2-3 weeks later brandishing the weapon NeQwon Williams was known to carry at times on her social media via IG. (It was a known fact amongst close friends of NeQwon’s that the girlfriend carried the weapon at all times in her purse or fanny pack)

 

(C) Stand-Your-Ground law did not go into effect until December 2020. Mandating in order to plead a case of SELF-DEFENSE an claimant must 1)be within a home or place of business. 2) Burden Of Proof” Claimant must prove beyond reasonable doubt that his/her very “life” was in eminent danger. (C) Neqwon Williams was also shot in back indicating he was in fact fleeing while being pursued. 

(D)Could This Possibly Be A Case Of NeQwon Williams attempting to come to the rescue of his girlfriend’s Sister’s Boyfriend having a violent Domestic Dispute?

 (It is said and understood in the neighborhood that the physical fight was actually between NeQwon’s girlfriend’s Sister and her boyfriend “Jay” corroborating the narrative heard amongst friends, Family, and peers))

 

(E) Until this very day, no documented ‘Formal Autopsy SHEET’ was ever presented to further clarify the exact location of enter/exit wounds, and/or trajectory of the rounds to corroborate a scenario for a “SELF-DEFENSE” plead.

 

(F) Officers, Detectives, Administration has failed utterly in providing transparency to The Victim’s Family as to the details surrounding their Loved One’s lost by not even informing the family it was a “SELF DEFENSE” plead until approximately a year later after a Internal Affairs investigation was filed by Victim’s Mother (Cynthia Williams). Detective Gregory Shephard met the victim’s Mother October 3rd, 2020 and providing no other details besides “ It’s an ongoing investigation”. All further attempts to contact Detective Shephard or any other relief or transparency was denied on the Administration level and referred back to the non-respondent Detective Gregory Shephard. 2 separate Internal Affairs Complaints were filed 2021 & 2022, this is Thee Only Time Detective Shephard would respond and provide no further information besides stating again, “ It’s an ongoing investigation”

( These actions violated United States Constitutional Due Process Rights as well as Ohio Revised Code Ordinances by not following CPD Procedural Protocols as stated in “CPD Homicide Procedural Manual Kit”.

 

(PLEA For JUSTICE & RELIEF) For reasons stated above, we Cynthia Williams & Family of Neqwon Marquais Williams beg the Courts to “RE-OPEN, RE-ASSIGN & REINVESTIGATE” Case #200742182-001 based off Failure to Properly Investigate Initially resulted actually in an violent assaultor to go free of Murder in cold blood by shooting a man in the back. No “SELF-DEFENSE” plead is applicable where the victim was unarmed and shot in the back, then stood over and Murdered in cold blood. WE SEEK JUSTICE & beg the Courts to be treated fairly and that ALL LAWS and Procedures are followed and applied to the full extent of the Honoraable Law Of The State Of Ohio and All United States Constitutional Rights

 

(Mother's Statement/Plea For Justice)

Im basically looking for the person or persons that was involved with the murder  of my son its been 2 1/2 yrs since  my son's death and i've been trying to get in contact with the detective it’s slim to none & 2 yrs ago when it 1st happened  I finally did meet up with him to talk to him and even showed him what someone texted me about it & all i can say is why don't you subpoena these people that are around here talking amongst themselves  and gossiping to eachother and they're sending my 20 yr old details to the story oh but all he says is well the judge has to approve it  i said well hell my son's life getting took ain't enough reason to approve it and then he was talking to me all smart and he hung up in my face and im very upset because i just don't feel that the columbus police is doing their  job like they should i am a mother just trying to get justice  for my son  Ne’qwon that’s it it would definitely help us ...Update 2023  on my son's murder i still have to call the internal affairs to get the Detective to respond since then i've went back down town to talk to the detectives and since then the story has changed but still no convictions and it's been 2 yrs all i want is justice for my son Ne'qwon and for someone to say that it was self defense  my son was shot 7 times that was over kill it definitely wasn't self defense
