Formal Complaint & Request for Immediate Inspection - Beacon Hill Community (Morganville)

The Issue

To Whom It May Concern:

We are residents of the KRE-owned Beacon Hill apartment complex in Marlboro Township, and we are formally reporting serious and ongoing safety concerns that we believe require immediate Township intervention.

There have been multiple flooding incidents across several buildings within the complex over multiple years, resulting in severe damage, including exposed ceilings, insulation, sprinkler piping, and utilities. In at least one instance, a gas leak was nearly missed and was only discovered because flooding prompted further investigation. These conditions present a serious risk to resident safety.

Community members recently visited the Morganville Firehouse to seek guidance on how these recurring incidents might be prevented. The Fire Chief advised that the construction appears to be fundamentally flawed and expressed concern that property management has not adequately addressed the underlying issues. His strongest recommendation was that residents request inspections for improperly installed sprinkler piping that is not properly pitched, noting that this condition will continue to cause pipe failures if not corrected. He further advised that residents should not stand down until management provides clear updates and documentation detailing what corrective actions have actually been taken.

Additionally, community members spoke with Fire Department personnel while they were responding to an incident in Building 5 last week. Residents were recognized from a prior incident in Building 13, and similar concerns were echoed, including that the materials and construction quality appeared to be the bare minimum required to pass inspection. During the prior winter, there was also an additional flooding incident in Building 8.

These incidents are not isolated. Taken together, they point to systemic construction and maintenance failures that pose a real and ongoing threat to residents. Property management has been notified repeatedly, yet issues persist and communication has been inconsistent or ignored. The on-site maintenance and property management team have actively censored information being shared on the community Facebook page. KRE’s response was to hire temporary security guards to patrol for active leaks; however, these guards were not disclosed to residents or even to the assistant property manager. As a result, the Police Department was called when unknown individuals were observed attempting to access buildings. It was later discovered that these guards had not even been provided with access codes to perform their patrols.

At this point, we are genuinely concerned for our safety and the safety of others living in this complex, and we fear it is only a matter of time before someone is seriously injured if these conditions remain unaddressed.

We respectfully request that the Township conduct an immediate and comprehensive inspection and investigation of this property, including a review of sprinkler system design and installation, to ensure compliance with all applicable building, fire, and safety codes.
