Force Utilities to remove debt on moving home within 24 hours

The Issue

When people move into new homes the Smart Meters, Card meters or other are often pre-loaded with other peoples Debt.  Whilst it is illegal in the UK to attach debt to a property in this way, the Utility companies (Gas/Electric) often take weeks or months to remove the debt succesfully.

I am calling for OFGEM to mandate that all such debt be removed within 24 hours.

The process to be introduced is simple:

1 - On moving in a new occupier submits a tenancy agreement or completion statement from purchase of home to an industry standard portal.
2 - Within 24 hours the energy company wipes all existing debt including on Smart Meters, Card Meters and other. If a card meter is present they send out by Courrier within 24 hours a RESET CARD and a New payment card.
3 - Automatic fines of £50 / day for each day debt is left at an address not pertaining to current occupier.

This is neccesary as every day thousands of customers/landlords and letting agents spend easily 10 hours per case on the phone to energy companies sorting out other peoples debt.

My most recent case was a Single Mother with a registered disabled child left for days with no hot water,no cooking and no heating on moving into a new property because EON could not remove the £158 debt on the card meter left by the previous tenant.
