Ryan Richardson has been ruled "permanently ineligible" to coach by the U.S. Center for SafeSport, the organization Congress created to keep abusive coaches away from young athletes. SafeSport's investigation found that Richardson, who ran the Texas Fierce Elite volleyball club in Pharr, Texas, sexually abused a minor athlete, pursued an inappropriate relationship with an underage player, and repeatedly bullied and mistreated the girls on his teams.

None of that has stopped him. For two years, Richardson has kept coaching teenage girls almost every day, posting videos of practices and tournaments online for anyone to see. He did it by putting an associate's name on the club paperwork while running every practice himself, and by joining outside youth sports groups that are not required to check the SafeSport ban list.

USA Volleyball and its Texas affiliate, Lone Star Region Volleyball, are supposed to make sure a permanently banned coach never touches their athletes again. Multiple parents and coaches sent them videos proving Richardson never stopped. Lone Star renewed his club's membership anyway. The Amateur Athletic Union and the Junior Volleyball Association, two of the largest youth sports nonprofits in the country, let him keep working through their programs even after saying he was banned.

This is not a paperwork problem. It is a system that lets a coach found to have abused a child switch jerseys and keep going. Every organization named here has the power to close this loophole today: check the SafeSport list before renewing any membership, and cut ties permanently with any club that keeps a banned coach on the sidelines in any capacity.
