Force Moreton Bay City Council to fix Flooding in Bray Park

The issue

We, the residents of Bray Park and surrounding areas, are calling on the City of Moreton Bay Council to provide a transparent, honest, and meaningful response to the community devastated by the 2022 and 2024 floods. 

We demand real action—not half-hearted, and further diversionary responses. We call on Council to:

  • Publish and publicly respond to the findings of the 2022 Flood Report;
  • Commit to concrete actions that will mitigate future flooding;
  • Provide updates on current Project Works that Council are actioning to resolve the issue
  • Provide an update to the community with respect to State Government Talks on further solutions for this issue.
  • Where multiple ongoing projects are being developed in the same catchment, Council should be requiring modelling and planning to be redone at multiple points through the build stages to encompass new data.
  • Advocate for necessary reforms to Queensland’s planning legislation to ensure development does not worsen storm water risks;
  • Respect and respond to the community they serve.

Despite ongoing community engagement through a dedicated committee, Council has failed to adequately address serious concerns about flood mitigation, infrastructure, and the impact of continued development on outdated storm water systems.

It has now been almost 2 years since the 2024 flood event and in this time Council and representatives of the Moreton Bay Council CEO’s office has only had one meeting with us, and we have had just two meetings with Councillor Jim Maloney. Despite these meetings we have yet to receive any substantial update in relation this matter. At the Council meeting we were appraised of the council’s position, namely that the primary cause of the flooding issues a related to the railway bridge water egress, and were further advised that Council would be initiating discussions with the State Government to address this.

We have previously raised, both in correspondence and in person, that whilst we accept that the railway bridge may be a large concern and the ultimate solution, we reject the position that there is nothing else Council can do to mitigate the extent of this issue. In addition to this, we were advised that the position taken by Council was based on the findings of the 2022 Flood Report, which Council have continuously indicated that they are yet to endorse the study, and the report itself is also yet to be made available to the public. We have made clear to Council, that we would like to know what their plan of action is to protect our community moving forward, while we wait for the railway bridge egress to be rectified, which we note could take a number of years.

We have since also been advised that Council will not be releasing this report to the Public. We have a right to know why previously non-flooding properties are now considered flood land, and we have a right to know what the solutions are.

The engagement by Council with our community has been appalling. We have been patient and reasonable, and yet Council has not proactively reached out to us once with updates with regards to the long-term resolution of this issue. 

Our committee represents around 1,000 constituents and we now seek the ongoing support of you and your friends.

By signing this petition, you are sending a clear message: if our Council and elected representatives do not deliver transparency, respect, and results, we will be louder than ever before and ensure we are heard. Everyone person signing is another person who knows that our current City of Moreton Bay Council and our elected Councillor’s do not respect their constituents. Furthermore, we will not support them in the 2028 election. We will actively back candidates who stand with the community and take this issue seriously. 

We demand accountability. We deserve answers. We will not be ignored.

In addition to this petition, a paper copy will be circulating in the community. We ask that you and your neighbours engage with the Bray Park Flood group on Facebook, and get your signatures on a paper copy. Our outdated requirements for our local council means they can ignore any petition unless it is a signed paper copy with verifiable addresses.
