This is my contribution for Citizen's Discussion at Tuesday's City Council meeting:
Good morning,
Is the connecting trail from the top of the Incline to the Barr Trail legal? Was a legitimate NEPA process ever conducted for that social trail, or was it legitimatized by the Special Use Permit? Is that legal?
#10 of the stated “steps required before legal opening of the Incline” was not completed. Is the Special Use Permit valid?
Did the Manitou Incline Task Force obtain a professional analysis of the long term stability of the Incline?
The City told me that removing the rails from the Incline did not compromise the long term stability of the Incline. That is untrue and physically absurd.
The City applied a variance in the fire code to the new summit house on Pikes Peak. Does the facility actually qualify for that variance?
How many people will the Fire Marshall actually allow in that building at one time?
Is the City going to tear down the old summit house next summer?
What is the estimated total cost for all needed repairs on the section of the Barr Trail that the City acquired in the land swap with the Broadmoor Hotel?
That hillside suffers from extreme erosion damage because of the drainage problems on the trail.
What is the estimated cost for the study to design the needed drainage improvements?
What is the estimated cost for the actual drainage improvements on the trail?
What is the estimated cost for repairing the erosion damage on the hillside?
What is the estimated cost for a new fence on that trail?
It is not legal for City Officials to lie about these issues. Over the last few years I have been largely ignored by the City, and in the few instances where I did receive some response the City perpetrated deceptions.
Kurt Schroeder, Britt Haley, Councilman Pico, President Skorman and the Mayor's Chief of Staff have all lied.
My questions about the land swap, the Incline and the summit house have not been answered, or have not been answered honestly. Both are unacceptable. Are any City Officials discouraging the media from reporting on these questions?
