Same Questions Again

COS Land Swap
Nov 8, 2020

Hello,

This is my contribution to Citizen's Discussion for the City Council meeting on Tuesday.

Good Morning,

Is the city planning to tear down the old summit house next summer?

The Broadmoor wants to have nearly 500 people arrive at the summit at the same time on the trains. To my knowledge they have permission to do this.

But the summit house will only legally house 676 people at one time, is this correct?

If I am right the numbers must be reduced, or the old summit house must remain operational in the summer months.

My questions about the land swap have not been answered. I find it hard to understand why the city has sent me disinformation, and refused to provide me with the information that I have requested.

The City is not a private company. I am one of the owners of this company, the City has a legal obligation to be forthcoming and transparent. I have a legal right to all estimates of the cost of the needed repairs on the land that we acquired in the land swap.

The City is negligent in its maintenance of the trail that is on that land. Its condition is embarrassing, and it is deteriorating.

At the same time the City refuses to even discuss the repairs that are needed.

I asked the City how the Conservation Easement could have been ready by December 30th 2016. We were told that it would take a full year from the date that the City Council approved the land swap, which was May 24th 2016.

Did Palmer Land Trust cut corners? Was that Conservation Easement valid on the date that the land swap deal closed?

I spoke at public meetings during the public comment process, I and asked about the estimated cost of the needed repairs on the section of the Barr Trail that the City wanted to acquire.

Did any City Official or Save Cheyenne President Richard Skorman tell people that they had looked into my concerns, and that they had nothing of value.

Were people also told that I lacked soundness of mind?

Why would anyone feel a need to discredit my material, or me personally? If my material had no merit, others could investigate on their own and reach that conclusion.

If any City Official was involved in defaming my character, or collusion with Save Cheyenne during the public comment process, that entire process is invalid. Remedy is necessary.

The public must learn of any misconduct that took place, and the City must ensure that every person who may have been misled must hear the corrective disclosure.

Thank you, Carl Strow
