I have decided to speak before the City Council tomorrow, here are my comments. Good afternoon, Since the first of this year I have brought serious accusations before this council concerning the land swap you carried out with the Broadmoor hotel. You have had more than enough time to investigate my claims. At the public meeting on February 24th 2016 the City mentioned erosion damage and drainage problems on the section of the Barr Trail that is on the land that the City was seeking to acquire. Why did the City remove mention of these issues from its presentations after that night? What is the estimated cost of the repairs that are needed on that land? Were the cost of these repairs considered in the appraisal that was submitted by the Broadmoor? Did Mr. Damioli of the Broadmoor knowingly submit a flawed appraisal in that transaction? Has the City found that collusion occurred between Richard Skorman and City officials during the public comment process for the land swap? Has the City received any complaints from the City of Manitou Springs over the effects of the land swap? Are any City officials exerting an undue influence on the media to prevent them from discussing these accusations publicly? Has the City received any complaints of this nature from the local media? If we have to close the Manitou Incline the land swap would not have been in the City’s best interests. Have you found flaws in the public comment process that was carried out by the Manitou Incline Task Force which led to the legal opening of the Incline? Have you found flaws in the grant applications that the City submitted to GOCO, HUD, and FEMA to obtain funding to conduct repairs on the Incline? Are the repairs that were carried out on the Incline already failing? Have you found that City officials have conspired to suppress evidence of problems with the Incline? Has the Forest Service expressed any concerns or complaints to the City related to the Incline, or its administration? Does an Incline Management Committee exist and if so, are its meetings and agenda’s disclosed publicly as is required by law? Is the Incline’s popularity the result of any unnatural influences, and are the publics rights being violated on a grand scale? The Mayor, City Attorney, and members of this Council are legally required to act in the public’s best interests. I urge you to initiate the process to return all land that was exchanged to its original owners
