The Issue
The Priority Development Assistance Fund (PDAF) popularly known as Pork Barrel is a trending issue that caught the attention of every Filipinos today. The billions given to non-stock corporations or non-government organizations allegedly concocted by Janeth Lim Napoloes irritate all of us. In these times of crises wherein there is unemployment, poverty, and insurgency, it is really sad and frustrating to learn that while every democracy and peace loving Filipino is striving hard to survive a daily living. There are lawmakers earning Billions of pesos annually thru their Pork Barrel, There was a premise manifested then by Communist-Terrorist groups in all their forums of indoctrination, that insurgency, rebellion and terrorism is cause by poverty. In this kind of a situation wherein the billions of pesos were pocketed by our honorable elected lawmakers, such money that they have pocketed should have been utilized for the delivery of basic social services in order to minimized or suppressed poverty, then if such poverty is suppressed or prevented. Ergo, the notion will be the problem of insurgency, rebellion and terrorism will also be prevented. This kind of a premise totally calls the attention the 1st Philippine Pro-Democracy Foundation, for the reason that, such premise manifest that one reason that brought people to poverty in this country is cause by corruption in the government.
The corruption on the Pork Barrel system is tantamount to the practice of Terrorism, it might not be such a bloody terrorism, but it is more than that of the violent terrorism, for the reason, that it is killing our economy and it is torturing national progress, while it hostage the people on the concept of democracy that they are the elected people’s representative. Elected people cannot be easily ousted as the constitution manifest. Congress needs two-thirds of the votes to oust a single Representative. How can we get such two-thirds votes, if more than two-thirds that are supposed to be remove from office for the reason of corruption are involved in the Pork Barrel Scam. Shall the Filipino People accept such reality that we cannot anymore remove these thieves for they are now elected?
The effect of corruption brought about by this PORK BARREL SCAM has many dimensions related to political, economic, social and environmental effects. In political dimension, the pork barrel scam hampers democracy and the rule of law. In a democratic system, public institutions and offices may lose their legitimacy when they misuse their power for private interest. The said scam also results in negative consequences such as encoring cynicism and reducing interest of political participation , political instability , reducing political competition, reducing the transparency of political decision making, distorting political development and sustaining political activity based on patronage, clientelism and money, etc. The economic effects of Pork Barrel Scam can be categorized as minor and major. However, both in one way or the other have serious impact on the individual community and country. First and foremost, pork barrel scam leads to the depletion of national wealth. It is often responsible for increased costs of goods and services, the channelling of scarce public resources to bogus uneconomic high profile projects at the expense of the much needed projects such as schools, hospitals and roads, or the supply of potable water, diversion and misallocation of resources, conversion of public wealth to private and personal property, inflation, imbalanced economic development, weakling work ethics and professionalism, hindrance of the development of fair in market structures and unhealthy competition there by deterring competition. The pork barrel scam hurts the economy and impoverishes entire population. In Social dimension, the pork barrel scam discourages people to work together for the common good. Frustration and general apathy among the public result in a weak civil society. Demanding and paying bribes becomes the tradition. It also results in social inequality and widened gap between the rich and poor, civil strive, increased poverty and lack of basic needs like food, water and drugs, jealousy and hatred and insecurity. In realizing a Progressive, Responsible and Organized Democracy there is a need to make a stand and proposed alternatives. The Pork Barrel scam is a different form of terrorism hiding in the face of back-door approached that kills the economy and the Filipino on a hidden torturing basis. Terrorism in Budget Management will have a great effect in our national development for it can result to insurgency, rebellion and terroristic acts cause by injustice and poverty. The approach to this kind of terrorism must be address properly. If this kind of a Budget Terrorism prevails, this will further promote political dynasty and economic under development. This is for the reason that the supposed funds for the Filipino People should be given properly, so that such purpose of fund management must be properly allocated for the upliftment of their lives.
Based on the premise stated above, we manifest that the PORK BARREL SCAM is a form of Terrorism that kills the economy and lives of every democracy loving Filipinos. The 1st Philippine Pro-Democracy Foundation calls for the immediate action of the following proposal.
1.Gradual abolition for 3 months of the Priority Development Assistance Fund (PDAF) or Pork Barrel System in both Senate and House of Representatives, for the reason that, without an immediate proper alternative to distribute such funds will affect the expected and pending delivery of services.
2.Develop an adequate budget appropriation system to proper government agencies that will religiously deliver the funds and service support to the Filipino people.
3.The legislators and other public officials involved in the said scandal must resign or take a leave of absence until such time that the case is resolve.
4.An independent body, compose of the academe, civil society, church and non-politician must be convene to conduct an inquiry on the said scam, wherein they will also make study and proposals to solve the problem.
5.The Special Purpose Fund (Pork Barrel) of the President must also be abolished in order to avoid favoritism in budget allocation.
6.Immediate passage of the Freedom of Information Law so that the right of the people to information on matters of public concern such as full public disclosure of all its transactions involving public interest be practice.
We manifest again that corruption at this point in time is now synonymous to Terrorism. We cannot let this Honorable Terrorist in our government suck the funds that is supposed to be delivered to the Filipino People. We need to unite and fight corruption.
