Follow Maryland's Lead: Require Animal-Free Testing Nationwide

The Issue

Maryland just changed the game.

On April 28, 2026, Governor Wes Moore signed the Animal Research Modernization and Best Practices Act, a landmark law requiring companies to use approved non-animal testing methods instead of animals when testing chemicals, pesticides, household cleaners, and food additives. Maryland was already the first state to fund non-animal testing technology. Now it's requiring industry to actually use it.

Five states have now passed laws like this. The science is real. The technology is federally approved. The alternatives work.

But most of the country is still waiting.

Every year, millions of animals are subjected to painful, outdated tests that modern science has found ways to replace. Non-animal methods are often faster, cheaper, and more accurate for predicting human health outcomes. There is no good reason to keep using animals when better options exist. Federal law just hasn't caught up yet.

Maryland proved this is possible. California, New Jersey, New York, and Virginia followed. Now it's time for Congress to make it the law of the land.
