This petition represents the Hickory Creek Community, Jacksonville residents, and Floridians who oppose the rezoning of 12636 Ivylena Road and 12640 Ivylena Road, between Girvin Road and Southern Rose Drive (Ord. 2024-144) & (2024-0145 ORD-Q Rezoning).

On April 23, 2024, Jacksonville City Council Members ADOPTED both ordinances for the rezoning of 12636 & 12640 Ivylena Rd, btwn Girvin Rd & Southern Rose Dr - (5.29+ Acres) - LDR to MDR & CSV & RR-Acre to PUD, to Permit Up to 65 Townhomes, as described in the Aveline Trail PUD - Cortez Pointe Inc.

Dear Mayor Deegan,
We, the undersigned, respectfully request that you VETO the adopted ordinances for the rezoning of the properties situated at 12636 Ivylena Road and 12640 Ivylena Road, between Girvin Road and Southern Rose Drive (Ordinance 2024-144) & (2024-0145 ORD-Q Rezoning) from Low-Density Residential (LDR) to Medium Density Residential (MDR) and Conservation (CSV) for developmental purposes.
The Hickory Creek Community values family, safety, wildlife, and the environment more than an economic increase in an area that will only benefit wealthy land developers and others seeking to profit at the expense of others.
The proposed re-zoning will create a significant public safety risk by burdening our quiet residential streets with a substantial increase in traffic, threatening our children, pets, and residents who enjoy walking, biking, and other outdoor activities. The rezoning will negatively impact those closest to the location and cause a rippling effect throughout the community. With increased traffic comes higher crime rates, compromising the security and well-being of our neighborhoods. The rezoning is inconsistent with surrounding areas, and the development of new land within this existing community will decrease property value.
The property at 12636 Ivylena Road and 12640 Ivylena Road, between Girvin Road and Southern Rose Drive, hosts a diverse array of old-growth trees and native plant species that play an important role in keeping our ecosystems healthy. In addition, some of the trees and plants may be listed as threatened or endangered.
The property is also home to many wildlife species, including the endangered Gopher Tortoise and the Pileated Woodpecker, which is protected under the U.S. Migratory Bird Act. During development, wildlife will be displaced and even killed. The irreplaceable loss of habitat and biodiversity, coupled with the potential for displacement and harm to vulnerable wildlife populations, underscores the imperative of preserving these parcels of land in their current state.
For all the aforementioned reasons, we, the undersigned, respectfully request that you VETO the rezoning of 12636 Ivylena Road and 12640 Ivylena Road, between Girvin Road and Southern Rose Drive (Ord. 2024-144) & (2024-0145 ORD-Q Rezoning).
