Flo's Law: Slow the Flow to Protect Livestock, Working Dogs, and Rural Families in Wyoming

The Issue

When motorists encounter cattle, horses, riders, or working dogs on Wyoming highways, lives are at risk.

Flo was a working border collie — born in a ranch kitchen, raised to work, and doing exactly what she was bred and trained to do: moving cattle safely down a highway during a lawful livestock drive. She was struck and killed by a driver who fled the scene and refused to take responsibility.

Flo’s death was instant. The loss to her owner, and to the working operation she supported, was not.

This is not an isolated incident. Across Wyoming, ranchers, cowboys, families, horses, cattle, and working dogs are regularly put in danger by motorists who do not slow down when encountering livestock and riders on the road. What is legal, necessary agricultural work becomes deadly when traffic speeds are unchecked.

Wyoming depends on agriculture, ranching, and tourism. These livelihoods coexist — but only if safety is enforced.

We are calling for the passage of “Flo’s Law,” which would:

    •    Require motorists to slow to 25 mph when encountering cattle, horses, riders, or active livestock drives on public roadways

    •    Establish a $3,000 fine for failure to comply

    •    Mandate clear road signage in livestock-heavy areas reading:

“FLO’S LAW — SLOW THE FLOW — Protect Our Families & Livelihood”

    •    Include livestock-safety education in Wyoming tourism and travel materials

This law is not about punishment. It is about prevention, respect, and accountability. This is about the state of Wyoming "The Cowboy State" supporting its own.

Ranchers and riders have the legal right to move livestock. Working dogs are essential partners, not disposable animals. Slowing down for a few minutes can prevent death, trauma, and lifelong loss.

Wyoming’s rural families deserve the same protection afforded to construction zones, school buses, and wildlife crossings.

We urge Wyoming legislators to sponsor and pass Flo’s Law.

I’ve received your email and do not have the time available this year to present a bill on the items listed. While I agree with the intent, I would need time to discuss with all stakeholders and also have a chance to consider enforcement measures on such a law.
