Stop Dog Fighting, Organized Crime in Putnam County, FL
The Issue
To Florida Governor Rick Scott and FDLE Commissioner Rick Swearingen,
On December 19th, 2015 Putnam County, FL Sheriff's deputies (PCSO) stumbled upon a dog fighting operation when answering a noise complaint. Two dogs were actively fighting in a wooden pit and dozens of other animals were present. 100 people and 39 vehicles noted at this event were from three states (Florida, Georgia and North Carolina) and this organized criminal enterprise appears to have been in existence for quite some time. A large amount of cash and weapons were present that were photographed, the drug unit was called in and deputies were sent on their way - even though they had detained only 20 people and had 80 others running loose in a residential area in the middle of the night.
There is no mention whatsoever in the report (PCSO15OFF07030) of the drugs and cash seized.
The 2 dogs in the pit were taken by Animal Control, as were 18 others chained up on the property, but the resident was allowed to keep one dog and all dogs in cages in vehicles were allowed to be taken by their owners when they later returned and simply drove away. Within 12 hours AC was broken into and one of the dogs found in the pit was stolen. After that discovery AC then killed the other pit dog (pictured above).
NOBODY was arrested and no vehicles were seized, despite the many felonies committed in clear view of law enforcement. When PCSO was later questioned about this they claimed they were working in a 'task force' with Manatee and Hernando County Sheriffs' Offices, along with FDLE. This has since been verified as false.
For years residents have complained to PCSO of dog fighting, but they have done nothing to stop it. This recent event is indicative that PCSO raids these events, taking the cash and drugs as the 'cost of doing business in Putnam County', while failing to arrest anyone and allowing them freedom to continue felony acts.
We demand an investigation of this incident and the gross corruption in PCSO.
