Fix Ontario’s Housing Tax Policy: Ensure Fairness for All Homebuyers

The Issue

We, the undersigned, are calling on the Government of Ontario to address a critical issue in the current housing tax incentive policy.

 


While the recent initiative aims to improve affordability, its current structure unfairly benefits buyers who delayed their purchasing decisions, while disadvantaging those who acted earlier without any incentives. In effect, it rewards hesitation and penalizes initiative.

 


This sends the wrong message to Ontarians: wait instead of act, delay instead of commit—and you will be rewarded later. This is neither fair nor sustainable for a healthy housing market.

 


Many buyers who purchased pre-construction homes during earlier market conditions are now facing significant financial hardship at closing. Due to declining or stabilized property values, appraisals are often coming in below purchase prices, making financing difficult or impossible. As a result, many individuals risk losing their deposits and facing serious financial consequences.

 


We call on the Government of Ontario to take the following actions:

 • Base tax incentive eligibility on the closing date, not the Agreement of Purchase and Sale (APS)

 • Provide enhanced HST rebates or credits for affected buyers

 • Introduce solutions to address appraisal gaps at closing

 • Support stability in the pre-construction housing sector

 


A fair and balanced approach will protect buyers, restore confidence, and ensure long-term stability in Ontario’s housing market.

 


We urge Doug Ford and the Ontario government to review and revise this policy to ensure fairness for all homebuyers.
