The Issue
Call to Action: Fix the Unemployment Insurance Fund (UIF) U-Filing System
South Africa’s employers and employees are facing severe challenges with the Department of Labour's Unemployment Insurance Fund (UIF) U-Filing system. Despite reassurances from the UIF that the online U-Filing system is operational, numerous issues plague its usability and efficiency, creating significant obstacles for businesses. We urge the government to take immediate action to address these problems and make the system user-friendly for employers and beneficial for employees.
Critical Issues with the U-Filing System
Non-Functional Bulk Upload Feature
The bulk upload function, which is intended to streamline the data entry process, does not work effectively. For instance, uploading data for 34 employees can take an average of 4 hours, translating to a tedious 6.8 minutes per data entry. Each data entry requires re-entering the system from a certain point, which is neither user-friendly nor efficient.
Data Integrity Issues
When attempting bulk uploads, the system often misaligns salary data, pulling information that does not correspond with the correct rows in the Excel sheet. This has been confirmed by multiple users and presents a serious data integrity issue. The system also creates new profiles for staff that already have loaded profiles on the Ufiling system. This causes major errors.
Access Challenges
Many companies struggle to register and gain access to the U-Filing system. My company took over 18 months to register, and there are at least two other companies that I know about. One which has been struggling for more than two years. This is absolutely shocking. More so when you call the call centre and try to get assistance to register. Just a complete waste of time.
Inefficient Call Centre Support
The UIF call centre staff will only speak to the owner or director of the company, demonstrating a lack of understanding of private business needs. The call centre agents frequently provide inconsistent advice, often cut off calls, and escalate issues without resolution, leaving employers in a constant loop of frustration.
Frequent System Downtime
The U-Filing system is frequently offline, disrupting the ability of employers to update necessary information and meet their obligations promptly.
Penalties on Employees
The most egregious issue is the impact on employees. If their details are not correctly on the system, UIF benefits are not paid out. This has resulted in employees returning from maternity leave and being denied their rightful benefits due to system errors.

Large companies, in particular, are deciding to avoid regular updates to the U-Filing system due to its inefficiency. They only update employee information under specific circumstances such as resignation, birth, retirement, or dismissal. This decision is understandable as maintaining the system in its current state would require dedicating a full-time employee solely to U-Filing tasks.
For a company with over 1517 employees, maintaining the system would necessitate hiring additional staff, an unreasonable expectation due to the system’s inadequacies.

We cannot accept this level of negligence from our government. Employers are burdened with an inefficient system that fails to support the needs of their businesses and the rights of their employees. It is imperative that the UIF fixes the U-Filing system to ensure:
