Petition: Hold Transport for London Accountable for Gallows Corner Delays and Support Havering Residents

We, the undersigned residents of the London Borough of Havering, are calling on Sadiq Khan and Transport for London (TfL) to take urgent action regarding the prolonged and repeatedly delayed reconstruction of Gallows Corner.

TfL originally confirmed that works would be completed end of September 2025. Since then, deadlines have been missed multiple times, with the latest estimate now pushed to end of April 2026. Residents no longer have confidence in these assurances.

For over six months, this has caused severe and ongoing disruption to daily life, including:

  • Major, constant traffic congestion across the borough
  • Increased stress for children and students sitting exams, struggling to arrive on time
  • Dangerous levels of air pollution from stationary traffic, especially near schools
  • Increased noise pollution and reduced quality of life
  • Significant public transport delays
  • Delays to emergency services, putting lives at risk
  • Rising road safety concerns, with more aggressive and dangerous driving

Areas such as Ardleigh Green and surrounding roads have been especially impacted. Local roads have deteriorated, with potholes causing damage to vehicles and tyres, placing additional financial strain on residents.

Drivers are increasingly diverting through residential streets like Cecil Avenue, while dangerous behaviour at junctions has escalated. Misuse of the yellow box junction at Gallows Corner has created severe imbalance in traffic flow, often leaving vehicles from the A127 waiting through multiple light cycles while other directions dominate.

With traffic at a standstill for long periods, continuous exposure to vehicle fumes is creating serious health risks, particularly for children near schools and playgrounds.

Local businesses are also being significantly affected by the ongoing disruption. Reduced accessibility, constant congestion, and unreliable journey times are deterring customers, delaying deliveries, and impacting staff commuting. Many small businesses in and around Ardleigh Green and surrounding areas are experiencing a noticeable decline in footfall and revenue. The continued delays are placing additional financial strain on already vulnerable local enterprises, threatening livelihoods and the vitality of the community.

Residents have reached a breaking point.

Given the scale and duration of disruption, we believe it is only fair that residents receive financial compensation. For every month the project extends beyond the original end of September 2025 deadline, a partial council tax refund should be provided to reflect the ongoing impact on our lives, finances, and wellbeing.

We recognise the efforts of Julia Lopez in raising these concerns. However, stronger and more decisive action is urgently needed.

We demand the following:

  • A firm and final completion date of no later than 30 April 2026, backed by accountability
  • A public, detailed timeline of remaining works
  • A clear explanation for why delays have occurred
  • Immediate traffic management improvements to reduce congestion and danger
  • Urgent road repairs, including potholes in affected areas
  • Enhanced safety measures near schools and residential roads
  • Weekly public progress updates from TfL
  • Financial compensation, including a partial council tax refund for each month of delay beyond end of September 2025

This situation is distressing, unsafe, and unsustainable. Without immediate action, there is a real risk of a serious accident.

We call on the Mayor of London and TfL to act now and restore trust with the residents of Havering.
