The Issue
For too long, Johnson City leadership has failed the people they were sworn to protect.
At the center of this failure stands City Manager Cathy Ball — a public official who has repeatedly chosen silence, protection, and cover-ups over justice, transparency, and survivor advocacy.
The recent audit exposing misconduct within the Johnson City Police Department — including the mishandling of over 300 survivor reports — has confirmed what so many survivors and citizens already knew:
Our leadership is broken.
Instead of taking swift, decisive action to protect survivors, Cathy Ball has:
Allowed key figures like Sean Williams to remain protected.
Failed to take responsibility for systemic corruption.
Presided over a government that spends taxpayer dollars ($28 million and counting) on settlements rather than solutions.
Ignored the cries of survivors demanding justice, transparency, and change.
Cathy Ball’s continued leadership is a direct insult to every survivor who trusted the system.
It sends a clear message:
Power will always protect itself — even at the expense of the people it was meant to serve.
We deserve better.
Survivors deserve better.
Our city deserves better.
We, the undersigned, demand the immediate removal of Cathy Ball from her position as City Manager of Johnson City.
We demand leadership that listens, protects, and acts — not leadership that hides, delays, and gaslights.
Accountability starts at the top.
Cathy Ball must go.
