Surrey bylaws negotiated with Rancho Management to turn the lights off at 11pm every night. This does not solve the larger issue of the massive light pollution this fountain is causing in the hours outside of 11pm-8am. This is a step in the right direction, but we will continue to push the City of Surrey to establish light pollution bylaws to ensure that these kinds of lights are not installed in the first place. Surrey and Rancho obviously see this issue as only a human nuisance situation, and don't realize the broader implications of this type of pollution on society.
