PETITION TO THE MAYOR AND COUNCILLORS OF THE CITY OF CANNING
RE: OPPOSITION TO THE PROPOSED REZONING OF TO RESIDENTIAL R40 of 50 FIFTH AVENUE, ROSSMOYNE (LOT 103) & 5 MICHAEL COURT, SHELLEY
We, the undersigned residents and community members of Rossmoyne, Shelley and surrounding areas, respectfully request that the City of Canning reject the proposed rezoning of the above properties from Private Community Purposes and Residential R20 to Residential R40.
While we acknowledge the need for additional housing and are not opposed to residential redevelopment of the site, we do not believe the proposed R40 zoning is appropriate for this location.
The proposed move to R40 represents a significant and premature intensification that is inconsistent with the established character of Rossmoyne and Shelley.
We are concerned that the proposal has the potential to adversely impact:
• The established character, ambience and low-density residential lifestyle of Rossmoyne and Shelley;
• The precedent that approval of an R40 rezoning may establish for future higher-density development within surrounding established R20 residential areas.
• Traffic volumes, congestion, parking and road safety within surrounding residential streets, including Fifth Avenue, Parian Place, Michael Court, Denise Close and the Koolan Drive precinct;
• The capacity of local infrastructure, schools, roads & community facilities to accommodate significant residential density.
• Pedestrian safety, particularly for school children & elderly residents in the adjoining properties on both sides of this site who have previously voiced concerns regarding traffic on Fifth;
• The retention of mature tree canopy and landscape character, contrary to the objectives of the City of Canning's Urban Forest Strategy;
We are also concerned that the cumulative impacts of this proposal have not been adequately assessed, particularly when considered alongside planned upgrades to the Leach Highway corridor and the ongoing redevelopment and residential growth already occurring within the surrounding area.
We respectfully request that the City of Canning:
• Reject the proposed rezoning of 50 Fifth Avenue, Rossmoyne and 5 Michael Court, Shelley to Residential R40;
• Undertake further detailed and independent assessment of traffic, road safety, infrastructure, environmental and community impacts, including the planned upgrades to the Leach Highway corridor;
• Ensure any future redevelopment is compatible with the existing character, environmental values and infrastructure capacity of the locality;
• Reject any proposal for road connections through existing residential cul-de-sacs, as such connections would fundamentally alter their character and function
• Consider lower-density alternatives, that better complement the surrounding community, adjoining aged-care facilities and established residential character;
We respectfully ask the Mayor and Councillors to protect the character, amenity and long-term sustainability of Rossmoyne and Shelley by opposing the proposed R40 rezoning.
