Many football fans believe FIFA is rigged—not necessarily because every match is predetermined, but because too many controversial incidents consistently seem to benefit the sport’s biggest markets and most commercially valuable teams.

First, FIFA has a documented history of corruption. The 2015 investigations led by U.S. authorities resulted in numerous FIFA officials being arrested or pleading guilty to crimes including bribery, wire fraud, and money laundering. When an organization has repeatedly demonstrated corruption at the executive level, it becomes harder for fans to assume every aspect of its operations is beyond question.

Second, football’s biggest tournaments generate billions of dollars. Successful runs by globally popular national teams attract larger television audiences, sponsorship revenue, merchandise sales, and advertising income. This creates at least a perceived incentive for decisions that keep major football markets relevant deep into tournaments.

Third, officiating controversies frequently fuel suspicion. Debatable penalty decisions, inconsistent use of VAR, questionable red cards, and uneven standards for handballs or fouls often leave fans wondering why similar incidents are judged differently. While referees are human and mistakes are inevitable, repeated inconsistencies can erode public confidence.

Fourth, transparency remains limited. Fans rarely hear complete audio conversations between referees and VAR officials, and detailed explanations for controversial decisions are often unavailable or released only selectively. Greater openness could help reduce speculation.

Finally, perception matters. Even if matches are not fixed, an organization with a history of corruption, immense financial incentives, inconsistent officiating, and limited transparency creates an environment where many supporters naturally question whether the competition is truly impartial.

That said, it is important to acknowledge that suspicion alone is not proof. Extraordinary claims require strong evidence, and to date there has been no conclusive public evidence demonstrating that FIFA systematically predetermines World Cup match outcomes. A stronger criticism is that FIFA has governance and transparency problems that make many fans lose trust in its fairness.
