Dear To the members of the Public 

I am writing to you as the founder of the "Help Find Keir and Chloe"

This  advocacy group to urge your support for the Keir and Chloe Johnson Act and critical federal Amber Alert reforms. Thisv important can't be enforced without your vice and signature to this petition.

Keir Johnson and her 8-month-old daughter, Chloe, went missing from Hampton, Virginia, on April 30, 2017. Despite a history of domestic conflict regarding child support, an Amber Alert was not activated until May 11. Furthermore, although a suspect appeared in court on June 5, 2017, he was not detained, and the Amber Alert was not reinstated despite the mother and child remaining missing.

To address these systemic failures, I am seeking your legislative leadership in supporting the following initiatives:

  - The Chloe Act: Federal legislation to be merged with Kayden’s Law, mandating automatic Amber Alert activation in all suspected infant abduction cases. Immediate changes to bail reform laws, that putting criminals before victims.

  - Enhanced Court Protections: Increased security and risk-based alerts for victims of domestic violence during child support or custody hearings.

  - Expanded Amber Alert Criteria Federally: Modified standards to allow alerts in domestic disputes where "imminent danger" may not meet traditional definitions.

  - Mandatory Interagency Coordination: Standardized information sharing between local, state, and federal agencies, including the FBI, including ICE, immediately upon a missing person report.

This petition urge the coordinate with the Newport News Commonwealth Attorney office and Governor Spanberger’s office to continue the work of the cold case division established when Republicans Govenor Miyares was in office,  coordinating with the Newport News Police Dept.which lead to the arrest of Carlos Johnson Jr. on February 15, 2025 traffic stop. It is vital that all available resources are utilized to recover Keir and Chloe, ensure justice, and provide closure to the family while preventing future tragedies, as we await the trial for justice.

Despite the recent arrest, we have not received support or voice from major domestic violence or minority missing person organizations, which underscores the urgent need for reform.

While I have a background in this advocacy—including designing the digital billboard for Aniah Blanchard in 2019—it is important to note that the arraignment for the current suspects is scheduled for May 7, 2026, in Alabama. I have submitted a statement to the judge regarding sentencing, yet the public still awaits justice for Keir and Chloe Johnson in Virginia.

We hope you will consider highlighting this story and the necessity for policy change. Thank you for your commitment to public safety and for considering this petition request. I look forward to your response regarding the legal process and the anticipated  the trial timeline. There remains a $36,000 reward for the arrest of all parties involved in Keir and Chloe disappearance.
