DRAFT TREATY FOR THE RELEASE OF IC3 BLACK AND IC6 MIXED-BLACK PEOPLE FROM WHITE SUPREMACIST PEOPLE'S PRISONS AND ESTABLISHMENT OF A SOVEREIGN ENTITY FOR IC3 BLACK AND IC6 MIXED-BLACK PEOPLE TO RECEIVE REPARATIONS

PREAMBLE

The IC3 Black and IC6 Mixed-Black people, having suffered decades of oppression, discrimination, and violence at the hands of the White Supremacist people, seek justice and reparations for their suffering. The White Supremacist people, acknowledging their wrongdoing and seeking to make amends, agree to release all IC3 Black and IC6 Mixed-Black people from their prisons and establish a sovereign entity for the IC3 Black and IC6 Mixed-Black people to receive reparations.

ARTICLE 1: RELEASE OF IC3 BLACK AND IC6 MIXED-BLACK PEOPLE

The White Supremacist people shall release all IC3 Black and IC6 Mixed-Black people currently held in their prisons and registered in their systems, within six months of the signing of this treaty.

The White Supremacist people shall ensure that all IC3 Black and IC6 Mixed-Black people are released safely and without harm.

ARTICLE 2: SOVEREIGN ENTITY FOR IC3 BLACK AND IC6 MIXED-BLACK PEOPLE

The White Supremacist people shall recognize the establishment of a sovereign entity for the IC3 Black and IC6 Mixed-Black people, which shall be known as the Republic of IC3 Black and IC6 Mixed-Black People.

The Republic of IC3 Black and IC6 Mixed-Black People shall have the right to self-governance, including the power to make and enforce laws, levy taxes, and manage its own affairs.

The Republic of IC3 Black and IC6 Mixed-Black People shall be granted territorial sovereignty over a designated area, which shall be determined through peaceful negotiations between the White Supremacist people and the representatives of the IC3 Black and IC6 Mixed-Black people.

ARTICLE 3: REPARATIONS

The White Supremacist people shall provide reparations to the IC3 Black and IC6 Mixed-Black people for the harm and suffering they have endured.

The nature and amount of the reparations shall be determined through negotiations between the White Supremacist people and the representatives of the IC3 Black and IC6 Mixed-Black people.

The White Supremacist people shall provide the reparations in a timely and transparent manner, and shall be responsible for their implementation.

ARTICLE 4: IMPLEMENTATION AND ENFORCEMENT

The implementation of this treaty shall be overseen by a Joint Implementation Committee, consisting of representatives of the White Supremacist people and the IC3 Black and IC6 Mixed-Black people.

Any disputes arising from the implementation of this treaty shall be resolved through peaceful negotiations between the parties.

The parties agree to abide by the decisions of the Joint Implementation Committee.

The parties shall take all necessary measures to ensure compliance with this treaty.
