Fatal Crash Demands Systemic Road Safety

Fatal Crash Demands Systemic Road Safety
The Issue
Our community is mourning a tragic, infuriating, and entirely preventable loss. On January 29, 2026, Mr. John Lemmons, a 79-year-old resident, was killed in a collision at the intersection of Powderhouse Road and East Riding Club Road.
This was not a simple "accident." It was the direct result of systemic negligence and hazardous infrastructure that has been ignored for far too long. The stop signs at this intersection are dangerously obscured, there is a complete lack of street lighting, and the entire area has become a known death trap for residents.
Mr. Lemmons' death is not an isolated incident. It is a symptom of a much larger disease: a pattern of neglect by our officials who have failed in their most basic duty to provide safe roads for the public. We, the residents of Cheyenne and Laramie County, refuse to wait for another memorial on our roadsides. We refuse to accept excuses any longer.
Simply asking for change has not been enough. Therefore, this petition now serves as a formal notice to all responsible parties. We are no longer asking; we are demanding action.

FORMAL DEMANDS FOR IMMEDIATE ACTION & SYSTEMIC REFORM
This petition serves as a formal notice and demand to the following decision-makers: WYDOT District 1 Office, the Laramie County Board of Commissioners, Laramie County Public Works, the Laramie County Sheriff's Office, Cheyenne City Mayor Patrick Collins, and the Cheyenne City Council.
Your failure to address the known hazards at this intersection contributed to a man's death. We, the undersigned citizens, demand the following specific actions within the specified timelines. Your response—or your silence—will be a matter of public record and will inform our next steps.
• DEMAND 1: IMMEDIATE TEMPORARY SAFETY MEASURES. You must install temporary, high-visibility safety measures, such as flashing beacons or rumble strips, at the intersection to prevent another immediate tragedy. ◦ DEADLINE: 7 Business Days • DEMAND 2: INDEPENDENT SAFETY AUDIT. You must commission a full, independent safety audit of the Powderhouse & E. Riding Club Road intersection, with the results made fully public. ◦ DEADLINE: 30 Business Days • DEMAND 3: PERMANENT FIXES. You must create and publish a plan for permanent corrections, including proper, unobstructed signage and full intersection lighting. ◦ DEADLINE FOR PLAN: 45 Business Days • DEMAND 4: SYSTEMIC REVIEW. You must conduct a systemic review and create a correction plan for all hazardous intersections within a one-mile radius that suffer from similar lighting and visibility issues. This is not about one intersection; it's about ending a pattern of negligence. ◦ DEADLINE FOR REVIEW PLAN: 60 Business Days
We demand a single, designated point of contact from your offices and a clear, public timeline for all actions. Continued inaction will be taken as a willful disregard for public safety and will be met with further community and legal pressure.
Please sign to demand that our officials finally take their responsibility seriously and make our roads safe for all.
