Despite being a groundbreaking manga from one of the most influential manga artists of all time, and having won a Tezuka Osamu Cultural Prize Award for Excellence, Moto Hagio's A Cruel God Reigns (残酷な神が支配する)  is yet to have an official English license or physical release in English. This means that fans who can't read Japanese, or one of the few other languages it has had a release in, are forced to use fan-translations and unofficial websites if they want to read this manga.

(The purpose of this petition is just to show publishing companies and/or whoever is able to help that there is interest in new editions and English licensing of this manga.)
